Disks refuse to spin down

Have an issue where none of my disks spin down.

Have only just started to use this feature as moved all my drives away from ZFS recently.

Clicking the spin down manually button has no effect at all.

Diagnostics attached. Any help would be terrific.

Dell R740xd BTW.
