Plex is transcoding when I believe it should be capable of direct play

I had been running a basic plex server (plex pass licensed) off my main/gaming pc for a while. Ryzen 5 3600, strix b450-f mobo, 32gb ram 3200mhz c16, strix 3070ti. Shared media with a few friends. Had a library of .mp4 movies that I know 99% of the times played on nearly everyone's devices as Direct Play (yify x264 files).

 

Recently setup a separate computer with i5 12400, b660 prime plus d4 mobo, 16gb vengeance 3200mhz c16. I believe I did successfully get the igpu setup with HW transcoding, just in case. But had my sister test it out on a few of the movie files and they were transcoding down to 720p. IIRC, I changed all the settings the same on the server settings as I had on the previous setup. Maybe I missed something? Anyone have any insight by chance on what could remedy the situation? ~400mbps download and ~25mbps upload

I am. Usually access the settings via my main pc for unraid using the unraid rigs designated ip address and logging in. I'll attempt running the WebUI from plex on unraid but never launches. Usually just login to plex and change settings by just going to plex.tv
