Intel iGPU and AMD GPU. Plex will not HW Transcode anymore

I have an intel mobo with an i5-4590. It has quicksync and transcodes plex just fine with igpu. The minute I insert my AMD 7350 - R5 220 card, Plex will not HW transcode. I have ensured the bios was set to make make the igpu the primary, i have a dummy plug for it, I ran the cd /dev/dri, ls to make sure it's being loaded. I've added all the extra parameters to the docker, installed intel gpu-top. I've been reserching this for 4 days now and can't figure it out.

 

The only way to get Plex to transcode, is to remove the AMD video card. However, I want to keep it installed so that I can use it for a windows VM once I set that up.

 

Is there anyway to FORCE plex to use the iGPU, instead of defaulting to the AMD once it's installed?
