Slow Parity Rebuild

I recently had a drive fail. This is the 3rd time I've had that disk/the rma disk fail, so I've kind of given up on it. I'm now trying to shrink my array by one. So I followed the steps to reset my config and reduce the array by 1. I am now rebuilding parity with the bad disk unassigned but it is going very slowly. I checked my Hba and it appears to be running in x8, so I'm not really sure what is causing the issue.
