Being unable to enable user level security

Hi,

Since I built my server, I`ve been unable to activate user level security. It is disabled (grey-coloured) all the time, no matter how other options I set.

Any ideas/advices?

User level security is not enabled on the free version. 

It is enabled on either of the paid versions of unRaid.

P.S. Are there any differences between Pro and Plus version but the quantity of supported drives?
