How to setup NFS so that a remote user can change ownership?

So I am trying to use an unraid NFS share to allow a linux machine to rsync some data to it. The problem is I want the ownership and permissions to stay the same (1000:1000) but trying to chown on a remote file from this machine gives "operation not permitted" How can I setup NFS so that I can allow this user to chown?
