Unfortunately though within 60seconds the drives spin back up. I have tried turning all dockers and VM's off and still the issue is occuring. I have no actives streams, file activity comes up with nothing, and still the below happen

Try booting in safe mode do see if they spin down.

Try installing file activity plugin to see if any files being written.

Do you have any plugins installed that may be checking disk status with smartctl?

post diagnostics

It could also be a network device (computer, or other) scanning shares.

Unfortunately yes i tried both with a restart inbetween and still straght away.

I have an LSI sata controller that i thought may be the issue, but i have one drive that is connected directly to the Motherboard and that has exactly the same issue

So for an unrelated reason i have upgraded my sever, so completely new Motherboard, CPU and RAM, i also took out the LSI card and annoyingly the issue is still occuring.

Not to sure what the next steps should be?
