Nvidia GPU Fan speed - stuck

I've tried all of the google-fu that I can, and I am unable to find a solution to this.  

 

I have the latest nvidia driers installed, my Quadro M2000 GPU is constantly stuck at 56% fan speed regardless of load.  It's currently 26C, no load at all, but fan speed is still stuck there. I've tried space invaders power scripts, transcoding and then cutting stream, nothing seems to effect this.  

 

Any suggestions?

Have you confirmed that the fan seems to actually run at this speed?  Or does the fan speed change when under load, the temperature rises, and it still reports 56%?

It actually runs at that speed. I never hit enough load to get the temp up to trigger a higher fanspeed
