Windows VM USB3.1 Error 43

Hello, I have a windows VM that I am trying to pass through a USB 3.1 PCie controller, I have tried several different models but continue to keep getting code 43. "Windows has stopped this device because it has reported problems." The VM is running up to date Windows 11 with 8 cores and 16GB of memory. It seems as though it continues to connect and disconnect until it fails. There is a 3080ti attached that is working fine, just problems with the USB controllers. Not sure where I am going wrong.
