According to the diagnostics there has been an appdata backup running which could be what is slowing things down.

    When you go to that setting it currently says - Backup / Restore Status: Not Running

     

    Is there a way to manually check and abort it?

    There's something else reading from disk2, this will degrade disk rebuild performance by a lot, if you don't know what it is start shutting down services.
