2nd VM is not sending any video output

I'm having 2 VM.
1 with 4090 and all is ok with this, in physical motherboard is on slot pcie 3
2nd is 6900 xt 99 % of time i get no image on monitor with VM started, in physical motherboard is on slot pcie 1

I've attached the diagnostic.
If i attach 4090 to 2nd vm is booting ok.

I boot as legacy and i've tried to do multifunction='on' on 6900 + sound + some usb and no luck.
