Weird case of file permissions

I got my setup like this: Transmission downloads the files in a incomplete folder, when completed, move them to /mnt/user/Dump for SickBeard and CouchPotato looks up the meta-data for the download and renames/moves the files to their final destination: /mnt/user/Movies or /mnt/user/TV.

 

My setup would be perfect if the files permissions would not stick the files in the /mnt/user/Dump and SickBeard and CouchPotato always be scanning the folders to copy them to the right folder.

 

I can't find what cause the issue.
