High CPU something to do with mouse?

Hello, I dont really know how to see whats using my CPU, I see the little bars going up and down its only an 8 core CPU. Recently it seems to be mostly pegged.

 

Things are working ok I guess, I spotted this in the process monitor:

Is this something or just a snap shot in time, although to be fair I pulled it up a few times and that line is at circa 98% cpu
