Plex says not enough processor via docker but runs on a windows vm fine.

I am having a weird issue.  Just built new server.  AMD 7950x 16 core 32 thread processor.    On my tv's, or other devices when I use plex, I have it running on two spots.   one is a docker on unraid.   The other is plex server running in a windows vm on the same unraid with like 8 processor threads.   I am talking Local playback which I have configured as play full quality, no transcoding. 

 

When I go to play a movie through plex via docker I get errors "not enough processor to view" or something like that.   But if I try to use plex with the plex server on my Windows vm, runs perfectly fine.   

 

I was thinking that docker, since I have NO pinned cores, it will just use all available processor to play.  I don't have any GPU in the server at all.  

 

What would cause the docker server to say not enough processor, but the plex server running on a windows vm on same server with less processor power assigned to vm, run perfectly fine?
