GPU busy and not working for passthrough

I tried testing GPU passthrough and it worked. I rebooted my system then it didn't work? I checked the VM log and found this

"2023-04-08T21:26:39.380755Z qemu-system-x86_64: vfio_region_write(0000:01:00.0:region1+0x163272, 0x8a80,2) failed: Device or resource busy". So if I'm right the gpu is in use?

I have binded both the gpu and the gpu sound card to vfio at boot. I have pcle override set to multifunction, and my gpu rom is valid as I used it before. I am confused on what is wrong here.

Yes

This only means that the driver in use is vfio, that you splitted iommu groups and that you are using a video rom, it doesn't mean that the host isn't using the gpu.
