Trying to move to brand new USB after old corrupted.. showing "Your GUID is blacklisted"

If i delete all keys in /boot/config and try to do "recover key" instead it shows
rror: {"message":"Request failed with status code 403","data":{"error":"Keyfile is unavailable"}}

I have a Pro license, my USB previously crashed 1-2 months ago so think i might have hit some license moving quota? anything i can do?

FYI this will happen if you use an old blacklisted key to transfer to a new one, e..g:

 

original key was transferred to a second key some time ago, you now need to transfer again but are using the original blacklisted key instead of the 2nd key.
