USB passthrough

So I am trying to passthrough a second USB port or controller to a second VM.  I passed one through without and issue and trying to do a second but it looks like they are all grouped together.  Do I have any options in this case?  All PCIe slots will be filled and won't have room for to add a USB card in.  Thanks for any tips.
