Can't get ISO to boot for new Windows VM

I am trying to install a new Windows 10 VM but I can't get the ISO to boot. When I start the VM and try to open the VNC console it just sits at the shell command prompt (see attached). I've tried 'Start with Console' and also starting and then selecting the console with the same results. Any help would be appreciated.

    Type exit and you should see the boot menu.
