Server dead everytime I reboot/poweroff

Hi, I recently encountered an issue that everytime I click restart or poweroff, the fans getting at top speed and the server blocked, thus I have to hard power off everytime. the screen shows rebooting and going down, no errors found.

I'm using 6.12 right now

any ideas?

    Try disable fast boot in BIOS.

    it is disabled by default. not sure what happened. I don't make any change, just update to 6.2.1. now the poweroff looks fine, but restart is still having issue.
