Docker Container externally-managed-environment Error for Python Packages

I created a docker container using a repository (php:apache). Using the command line inside the container I tried to install some software:

pip install xxxxx

I get the following error:

Trying to resolve the issue using the provided suggestions doesn't resolve the issue. Is there a trick to installing python packages?
