static pressure fans for closely packed hard drives

My rosewill 4u server is now full of hard drives and the no name 120mm fans i am using aren't able to move air through the front of the case over them. are there any recommendations for fans with a lot of air flow and static pressure that can work? noise isn't too much of a concern, but i'd prefer pwm fans that can be powered by the motherboard.

Cost efficient - Arctic P12 or Arctic P14

Best performant - be quiet! Silent Wings Pro 4

Pretty much any 140mm fan is best if you can make it work, pressure + flow at lower rpm = quiet performer.
I used the Noctua NF-A14 to cool 28 disks in a rosewill 4u (custom arrangement).

That said the crappy fans the rosewills come with worked fine for me in another case loaded with 15 drives with the dust filter / front door open, they're just a bit noisey.
