Trouble using quick sync on Dell T140 server

I recently repurposed my old poweredge t140 server to use unraid and run plex, radarr, sonarr, etc. I was previously using a very power hungry HP DL380P, but decided to dust this poweredge off because i realized the Xeon E-2124 3.3GHz processor supports quick sync.

I followed a few different guides, installed the intel top gpu and gpu stats apps and no matter what I do I still only see card0 under /dev/dri. I read that on some other brands of servers that IPMI takes all the video output and quick sync isnt actually available, but cant find anything definitive about idrac, but I'm thinking that may be the case. Has anyone else had success using a similar set up? Here's the link to the specs for the server.

I have a R420 which shows a Matrox card but my cpus don't have iGPUs, do you have an option to enable the iGPU in bios?

What I can find says the E-2124 doesn't have an iGPU.
