Can't get USB drive to boot consecutively

I can't get the Unraid server to start after a shutdown or reboot. When the computer powers on, it flashes the BIOS/EFI self-check and logo, but then just blackscreens and halts. If I move the USB drive to another port, it works for one boot. If I pull the plug on the power for a minute and then power it back up, still sticks on black.

I'm sure I'm missing something in BIOS settings, but I'm stumped and feeling stupid.

I've switched machines hosting the server, and I've switched USB keys, so I've eliminated a hardware problem.

Do you have fastboot enabled in the bios, change to disabled.
