I love that PSUs are getting quieter and quieter, but I've never had a computer or server in which the PSU was the loudest component.  It seems to me that the case fans always drown it out, even when high quality quiet fans are used.

That's awesome. Nothing says lets make it quiter than under clocking your fans from 12volts to 7volts. ;)

If one want silent there is nothing better than fan-less such as this one:

And this one will support 20 green HDs without sweating and will be always in the "sweet spot"  been only 500W rated - operating near max efficiency.

 

Do not put 20 drives, even green, on this PUS.  there is only 41Amps on the 12V rail which is NOT enough to run all the drives and the motherboard, fans, etc.

 

This would work fine for a 15 green drive build.

If you carefully choose your drives and motherboard, then I agree with this. It all depends on the start current:

 

WD EZRS 3T - 1.39A.

WD EARS 2T - 1.41A.

Samsung F4 2T - 1.42A.

Samsung F3 2T - 1.46A.

All figures from www.xbitlabs.com. I think it just does not make sense from an economic point of view to pay so much more for a little bit extra efficiency. A Seasonic X-650 for $50 less will run with the fan off 99 percent of the time and will provide enough start current to support any combination of drives (41.5 A. vs. 54 A.). A Corsair TX650 will provide 53 A. start current and will save $100 over the Kingwin.
