Unraid Dashboard CPU load differs largely with htop

When I install a new docker app from community application, unraid server becomes terribly stucking, I went to dashborard where I see high cpu load, so I open terminal and run htop to see which process is taking too much cpu, but I see nothing there.

how can I check I/O problems, My server recently get frequently loosing responsbility with high fan speed.
