CPU use by Dockers on cores/threads that are isolated to VM

When my server is downloading something with SAB, I notice that there is activity on the last core of my server, but everything but 0-1 and 8-9 are isolated to VM and there is no VM running. I even tried to PIN the CPU to 0-1 and 8-9 in the config of Docker, yet when it's active, there is activity on thread 7 which is the first thread of the last core. I know that it's the docker because as soon as the download is done, CPU use on that core is back to zero.

 

Why would Unraid allow usage on an isolated CPU core when the configuration both in Unraid and on Docker says that it should be limited only to 0-1 and 8-9?
