Stuck at 30Mbs for parity rebuild

So I just swapped out hardware in my server to 13900k build. I replaced a drive and when running a rebuild im only getting 30Mbs. I am attaching diagnostic logs. Any help would be appreciated. Im wondering if my lsi card is going bad?

I do want to add that I stopped all Docker apps and VMs. Still stuck at 30Mbs. Also LSI card is Plugged into the top slot on motherboard.

Did you disable the VM and docker processes? or just stopped what they do? I wonder if that makes a difference...

After you stop everything, run 'iotop' and see if any processes are using the disks.

Run the following command and paste the output:

There's something writing to disk1, stop all writes and see if it improves.

I have turned off everything like vms and dockers. Anywhere I can see what is writing to it?
