Can't stop array "pool or dataset is busy"

Everything I've found on the topic was related to docker, but as you can see from the losetup output it isn't listed. Everything else I found on the topic that was an issue that was fixed?

Something is still using the zfs pool, try rebooting in safe mode, leave services disabled and re-test.
