I am looking for a way to make a share for my administrative needs which is read/write, and one for my HTPC that is read only. How can i accomplish this?

Have your HTPC log in via a different "User ID"  Make the share Read-Only, and put the HTPC user as an exception. (or the other way around, whatever is easier.  In any case, the answer is in the use of the  "exception" field.
