Installing new VM's on 4070s issues

I recently upgraded one of my GPU's to a 4070 super and now have a 2070s and a 4070s. My Fedora VM and Windows 10 Vm both work fine on the newer 4070s but I am unable to install any new vm's when starting with GPU passed through. I have set-up Linux mint using the vnc and then have it running fine on the 2070s but no luck with the 4070s. I have googled and seen various idea's but I am at a dead end and confused that the existing vm's with fine on the 4070 but having so many issues trying to set-up new one.

 

Any pointers would be great
