GPU pass thru vs cpu graphics

Probably dumb question, but have never been able to verify, and Im thinking of a new build. If I build a system with intel graphics and do not ad a GPU, does all the dockers, VM's etc just share the intel graphics. Im currently running plex, but passing thru a GPU to do the transcoding, but I have a Win10 VM solely running Blue Iris which requires a fair amount on video transcoding/processing. 

If in my VM, I just allow the "virtual" graphics, and do the same in the docker for Plex, will they just share it? I would like to figure out a way to get rid of the GPU due to newer boards seem to have fewer PCI slots, and it would save some electricity.
