multiple NICS, but no networking 'interface rules' panel

I have an onboard Ethernet interface and also a PCI 10G Ethernet card. They switch between being eth0 and eth1, so I'd like an interface rule to make eth0 always be the 10G card, as I set a priority to use that card first.

 

- I've tried removing /boot/config/network.cfg (there never was a /boot/config/network-rules.cfg). That didn't work.

- I tried creating /boot/config/network-rules.cfg, but it didn't really work. The panel appeared in the UI, but I couldn't see how to add any rules.

This happens sometimes, unclear why, some users have success after a few retires of deleting /boot/config/network.cfg and rebooting, changing slots for one or both NICs may also help, when that is possible.
