Steadily dropping Disk Speed - Bad Power Supply? Or Something Else?

The speed of my disks is all over the place. Most of them at Exos x18, so they should all be above 250MB/s at the start of a speed test and they are not.

I have had a number of brown outs and I'm wondering if my power supply has taken a hit. 

Thoughts and recommendations are appreciated.

I changed out the onboard and lsi controller for a new one, new cables and no difference.

 

I did try to pull one of the drive bays and found that only one of the four drives would power on when plugged directly into the cable. I'm thinking it's the power supply but need a bit of a sounding board.

This is most likely either a fail motherboard or a failed processor. I moved to a new system with different but manageable problems.

 

Most likely the brownouts ate my motherboard from what I can tell.

 

When I obtain employment I will work to replace the motherboard.
