Replaced PSU and all cables, parity still disabled

Do you mean it's still disabled after replacing the cables or you replaced the cables and it got disabled again?

It's still disabled

 

The only thing I did since that post was to shutdown the server, replace PSU and cables and I started it back up again today. I didn't do anything else.

In maintenance mode the parity drive shows error

 

Short self test results in no errors. Is it safe to use to rebuild or do I need to swap it?

Short test is not a great indication, you should always run the extended test, but based on the SMART report the disk should be OK.
