Does it return back to normal after a few minutes if you stop the Docker service?

Yes, CPU goes back to normal if I disable docker service.

Do I have to check docker image one by one to find the guilty one ?

Worth try, enable one at a time, though the problem can only start after some time, if that is the case, wait for the issue, then shutdown one container at a time.
