Array will not stop cleanly

Whenever I want to restart my server it always does an unclean shutdown and its getting a little irritating. It seems to stick on "/mnt/nvme target is busy."

 

However, I have no dockers running, or VM's so im not sure what exactly is busy on those drives. Its just an endless loop of the same message. exit status: 32.

 

I'm not sure if diagnostics can pinpoint whats stopping it, but here they are. Any help is appreciated!

    Try booting in safe mode and disabling the docker service, then retest.
