Intel Quick Sync iGPU not fully utilized in Handbrake. CPU still pegged at 90%

I am trying to figure out how to properly use the iGPU on my Intel G5400T with Quick Sync in Handbrake. In my attached two screenshot where you can see that during a handbrake transcode my CPU is ~99% utilized and the iGPU sits around 1.5-3W. I confirmed with intel_gpu_top that the iGPU is being utilized (around 30-50%) at least. But it looks like mostly the CPU is used. I am new to Handbrake in general so this might be expected behaviour? I would prefer if only the iGPU was used. Power consumption rises a lot during transcoding and I would like to make it more efficient if possible. Can anyone point me in the right direction on what to look for? Thank you :)
