I have a flash backup from only after I started seeing this error.

 

I tried restoring the backup to two different USBs but still seeing the error.

The disk.cfg file is definitely corrupted (it should be a text file but contains binary data).   I suspect your flash drive has problems.

I restored the backup to two other drives and was still seeing the banner.

Is that because it's just copying the corrupted file over?

I expect so.  You can try opening the file in a text editor and see if it is readable.
