Before disk9 got disabled, there were read errors on disk7, and they were logged as a disk problem, recommend running an extended SMART test on that disk.

The issues with disk9 were not logged as a disk problem, and it looks more like a power/connection issue, possibly the SATA cable since there are a lot of UDMA CRC errors on SMART.

the disk rebuild for disk 9 keeps failing, it says it has errors. and it pauses.

Weird I didn't see any error on disk 7 when 9 was disabled. I do recall seeing them a few days ago but I stopped the server and scanned the drive for for errors then repaired.

Replace the cables and try again, but before that:

Now it's disk 10, also looks like a power/connection issue.

Any way to determine if its power cable or data cables? and any recommendations on cables? seems my issues are always related to cables.

I would just replace both, could also be a bad PSU.
