Consolidating more active/hard-linked files for reduced drive activity?

For the sake of reducing drive spin up time, I'm looking to group my more active files (primarily those that are hard-linked) on one or two drives. Share directory assignment doesn't work since my folder hierarchy is built with hard-links in mind.

 

Does anyone have any suggested apps or automated methods for trying to accomplish this?
