Unable to access Web UI, top level only (i.e. Dashboard)

This has happened earlier, and I think I had to do a hard reboot of the server to get access again.

As it stands, I cannot access the webui. When entering the ip address, it says "Site can't be reached" and "refused to connect". I've tried both Chrome and Firefox.

I CAN access active dockers, which are under the same i.p.

Any ideas why this keeps happening. We've had some intermittent internet outages, including earlier today just prior to my access stalling out. I've confirmed the ip address is still active (same) but, as i said now i can't access the main page or anything beside the dockers.
I won't be able to get a diag until i can restore access.
The files and shares are all online

edit:

uploaded diagnostics after hard reset, which restored access to webui

Problem with nginx, try booting in safe mode to rule out a plugin issue.
