Can't seem to upgrade from Mint 21 to Mint 22

I created by Linux Mint VM a year or so ago and it is running version 21.2. I want o upgrade it so I installed mintupgrade and when I run it, it wants to "upgrade" me to vanessa 21.0 which is acutally a downgrade as I am on Victoria 21.2. Why won't mintupgrade go to the current vrsion zara which is version 22.2?

Bump. Anyone know how to do this? I was able to go from 21.2 to 21.3 but in the upgrade manager I don't see anything else. When I do an apt-upgrade I see

libnss-myhostname libnss-systemd libpam-systemd libsystemd0 libsystemd0:i386 libudev1 libudev1:i386 systemd systemd-coredump systemd-sysv systemd-timesyncd udev

0 upgraded, 0 newly installed, 0 to remove and 12 not upgraded.
