boot stuck on "emhttp: Starting emhttpd..." but can still get to UI

I just swapped cases and motherboard/cpu and on my bootup it never makes it to Tower Login, it just sticks on emhttp: Starting emhttpd...
all hardware was moved over, but i had a cold spare that was sitting on unassigned devices that i didn't install, just fyi.

But, i can still get into the webui just normal and everything appears to have booted just fine. Attached are diagnostics.

Any ideas?

Try booting in safe mode to rule out plugins and the custom go file.

I booted into Safe mode: no plugins
I was watching the bootup sequence, but it went over to this before i could see if emhttp started

I can get into the webui just fine in safe mode. Server seems responsive, array is stopped.
I previously had a cold spare drive installed and sitting in Unassigned Devices. On the hardware/case swap i didn't install the cold spare. Just thought id mention it.
edit: i threw the cold spare in and nothing changed.

It ended up being my go file from when i was messing around with tailscale for automated backups and plex failover.
