upgraded to 7.3, now one of my two 3090's is not loading up

I have two 3090's use ollama, openclaw. both worked before the update, now both show in watch -n 1 nvidia-smi but the second one is no longer being used by ollama. How come? What can I do to fix this?

    its not the driver, the driver is working fine. both cards show up in the dash, both show up in nvidia smi, anyone else have these issues, please?
