Internal Boot: Incorrect or no file system

I decided to give internal boot a try this past weekend, and no matter what I try, I cannot get it working. It always results in an "incorrect or no file system." Attempting to do a format seems to hang. I even tried starting over with a fresh 7.3.2 install, restoring only the license file. The BIOS boot order successfully changes, but it ends up booting from USB. I am using a 120gb Kingston SSD connected directly to the motherboard. Any ideas?

Hardware

I know it's old. There are no containers or VMs on this. All compute is on a Proxmox cluster.

  • Retired NUUO CT-8000R (2U 8-bay chassis)

    • i5 2400

    • Advantech motherboard

    • 4x4gb DDR3

  • Motherboard SATA:

    • 2x 120gb SSD

    • Top four hot swap bays, housing four random SSDs for cache

  • LSI 9207-8i

    • Bottom four hot swap bays (It was all eight, but SSDs were not playing nicely)

  • LSI 9206-16e

    • Netapp DS4243

      • 22x drives of varying sizes
