Shutdown via the web interface actually restarts

I noticed this since I was replacing some drives on RC5 that when I use the shutdown option the machine doesn't actually shutdown but restarts.  Anyone else notice anything like this?

    You might have wake on LAN or something enabled that isn't allowing you server to shut down?

    I don't have anything enabled on wake-on-lan and it is worth noting that prior to 5.0 RC 5 - when I was running 4.7 shutdown did work properly.
