Seeing shortcut called Target

I am starting to see a shortcut on some of the drives in the root called Target.  When I double click it, I seem to get my correct folders which should have been in the root, then the target shortcut goes away.  But then I see it again later.  Any ideas what this is?  Thanks in advance.
