Using split level with excluded disks

I have a share where I'm including disk3 and disk4, but excluding disk1 and disk2. I have split level set to disabled because I want files that are transferred to the share to be balanced on both disks using the high-water allocation method. However, I've transferred a bunch of files to the share and they all seem to go onto disk3. disk3 is now 69% full while disk4 is 0% full. Is this how it is supposed to work? How can I get it to work the way I want? Thanks!

    Using Simplefeatures? I have no idea what it sets for not set and disabled settings so I can't say what the problem is.
