HALT ON error is changing in my BIOS...

I have once in a while my 4.7 server not booting....(no double beep)

I have to hook up a monitor and keyboard to access the bios, to see that the HALT ON status has changed from ALL BUT KEYBOARD to ALL

 

1) Do you know why this happens from time to time?

2) Is there any type of very small monitor I could use just to quickly debug this issue? Finding a cheap small keybord is not an issue, but what could I use for the monitor?
