Can't manage Plex server

I installed Plex Media server, and status shows as "Status: RUNNING with version: v0.9.8.6.175-88ffbb2."  Though when I go to ipaddress:32400/manage, it shows as the "the webpage is not manageable."  Can anyone help me isolate?

    Hello.  I attached a screenshot of what I'm seeing.  No matter how many times I selected no, then click apply, done, Plex always shows as running.

     

    I then went to telnet, and under /etc/rc.d, issued rc.plexmediaserver start, the following line shows up:

     

    /boot/config/plugins/plexmediaserver/exportsettings: line 10: warning: setlocale                                  : LC_ALL: cannot change locale (en_US.UTF-8)

     

    Hope someone can help.
